The China-ROK (Changchun) International Cooperation Demonstration Zone in Changchun, capital of Northeast China's Jilin province, has taken measures to improve its business environment by streamlining approval processes and launching fast channels for enterprises.
The government service center in the demonstration zone has done a strong job carrying out reforms on the approval system for engineering construction projects, and assisted in the rapid approval of projects.
The demonstration zone is cooperating with SPIC Hydrogen Energy Co and Jilin Electric Power Co to build a hydrogen energy industry base aimed at developing a hydrogen energy industrial equipment cluster with an annual output of some 100 billion yuan ($15.51 billion) in Changchun. It has improved the quality of approval services through the implementation of online approvals and opening "green approval" channels for key projects.
The zone has also comprehensively promoted the application of an electronic registration system for market entities and further reduced registration time for newly established enterprises. Business licenses can be obtained on the same day of application in cases where all materials are provided and legal requirements met.
The zone is communicating with South Korean local governments, and has established contacts with 17 provinces and cities in South Korea, as well as promoted the China-Korea City Pavilion project.
Since the establishment of the demonstration zone, major foreign-funded projects have been signed with companies such as CJ Group and TMS Co.
In 2021, the demonstration zone is scheduled to start construction on 85 key projects worth 50 million yuan or more each, including 42 ongoing projects and 43 new projects.
