In the past two years, Liaoyuan has further promoted the establishment of systems and mechanisms, relaxed market access conditions, improved the quality and efficiency of government services, and standardized the level of administrative supervision and law enforcement.
All newly established companies in Liaoyuan have achieved "zero cost". The government pays for the first set of official seals, tax control equipment costs, and mailing costs.
In order to make enterprise-related fees public and transparent, Liaoyuan established an enterprise-related fees inquiry system on the municipal government portal website. The list of 152 fee-related items in the city is open to the public.
Liaoyuan has standardized the charging and management of credit financing. With the help of the Jiqiyintong platform, which now includes 15 banks, 1,267 enterprises were certified and 509 loans were successfully issued with a total amount of 2.11 billion yuan ($330 million).
